Say you are flying to Jakarta, Bali or Surabaya for a client meeting, an industry conference or a round of supplier visits. Before you book, you need to choose the right visa, but guides comparing the business visa vs e-VOA often disagree. If you are only attending a meeting or an event as a participant and your nationality is eligible, the e-VOA may cover your trip. If business is the main purpose of the trip, the C2 business visa is more suitable.
Summary
The e-VOA allows a 30-day stay for tourism, family visits, transit, and attending meetings and events as a participant.
The C2 business visit visa covers meetings, negotiations, signing agreements and inspecting goods. It allows a stay of up to 60 days, extendable to 180 days in total.
The D2 multiple-entry business visa may be suitable for frequent business visits. Speakers and exhibitors may use the C10 and the C11.
Which Visa Do You Need for a Business Meeting in Indonesia?
Indonesia's Directorate General of Immigration defines each visa on its official visa list by its permitted activities. So choosing between an Indonesia business visa and an e-VOA depends on what you plan to do during your trip.
Attending a meeting or event as a participant: The e-VOA may cover your trip if your nationality is eligible.
Business as the main purpose of the trip: The C2 is suitable for meeting partners, negotiating or signing deals, and inspecting goods.
Business trips several times a year: The D2 allows multiple entries during its validity period.
Neither the e-VOA nor the C2 allows selling goods or services, or receiving payment from individuals or companies in Indonesia.
What Does the e-VOA Allow?
The B1 Visa on Arrival is the visa category, while the e-VOA is its electronic version. A non-electronic version is issued on arrival. According to Immigration's B1 page:
Permitted activities: tourism, family visits, attending meetings, incentives, conventions and exhibitions or similar events, and transit to another country.
Length of stay: up to 30 days from arrival, single entry, extendable once to 60 days in total. e-VOA holders may extend online through evisa.imigrasi.go.id.
Sponsor: not required.
Incentives are reward trips organized by a company for its staff or partners. Together, these activities fall under MICE (meetings, incentives, conventions and exhibitions). The e-VOA information page also lists "Business Meeting" as a permitted purpose, provided you attend as a participant.
Documents required for the e-VOA:
A passport valid for at least six months.
A recent color photo, taken within the last year. SPUN Global's e-VOA checklist specifies 3 cm x 4 cm with a red background.
A return ticket or an onward ticket to another country.
Only nationals of countries on Immigration's Visa on Arrival list may apply, and the list may change.

What Does the C2 Business Visa Allow?
The C2 business visit visa is designed for business activities such as meetings and deals. According to Immigration's C2 page:
Permitted activities: conducting business, attending meetings, purchasing goods, negotiating and signing business agreements, and inspecting goods at an office, factory or production site. Tourism and family visits are also permitted.
Length of stay: up to 60 days from arrival, single entry. The stay may be extended several times, up to 180 days in total, through your evisa.imigrasi.go.id account.
Conversion: the stay permit may be converted to a limited stay permit.
Sponsor: not required, except for stateless applicants, holders of non-passport travel documents and nationals of countries on Immigration's calling visa list.
Documents required for the C2:
A passport valid for at least six months, or 12 months for other travel documents.
A bank statement for the last three months, in your name or your sponsor's name.
A recent color photo, taken within the last year.
A letter, invitation or correspondence from a government body or private organization explaining its relationship with you.
Note that auditing or inspecting your company's branch in Indonesia requires a different visa, the C17 Audit, Quality Control, and Company Inspection Visa. The C17 requires a sponsor and an invitation letter from the organizing body.

Is Speaking or Exhibiting the Same as Attending?
No. The Directorate General of Immigration offers two separate visas for event roles beyond a participant, and both require a sponsor.
C10 speaker visa: The C10 is for speakers, presenters and source persons at MICE events. It requires an invitation letter from the organizer setting out the agenda and material. Visa holders may receive payment from individuals or companies in Indonesia, but cannot be employed by them.
C11 exhibitor visa: The C11 is for exhibitors promoting goods or services at MICE events. It requires a letter or invitation from the organizer. Visa holders cannot receive payments from Indonesian individuals or companies, or sell goods or services outside the exhibition.
D2 Multiple-Entry Business Visa: For Frequent Business Trips to Indonesia
The D2 multiple-entry business visa allows the same business activities as the C2, with multiple entries. According to Immigration's D2 page and SPUN Global's product page:
Visa validity: one, two, or five years from issue.
Length of stay: up to 60 days per arrival.
Conversion: the stay permit cannot be converted to a limited stay permit.
Documents required for the D2:
A passport valid for at least six months.
A bank statement for the last three months showing at least USD 2,000 or the equivalent.
A recent color photo, a CV and a travel itinerary.
A letter, invitation or correspondence from a government body or private organization.
With an Indonesia D2 Multiple Entry Business Visa, you are not allowed to stay in Indonesia beyond the validity of your stay permit, sell goods or services directly, continuously supervise production activities carried out by manufacturers or sellers, or receive wages, compensation, or similar payments from individuals or companies in Indonesia. If you plan to visit Indonesia more than 10 times, this visa may also be a more cost-effective option compared to applying for a single-entry visa for each trip.
What Neither Visa Allows You to Do
The Indonesia business visa rules on payment are the same for the e-VOA, the C2 and the D2. Immigration's B1, C2 and D2 pages prohibit selling goods or services. They also prohibit receiving payment, wages or similar compensation from individuals or companies in Indonesia.
An approved visa also does not guarantee entry. The e-VOA information page states that the decision on entry remains with the immigration officer at the port of entry.
Choosing the visa that is suitable for the actual purpose of your trip can help you avoid problems at the border.
